My HP v220w pen drive of 16 GB is write protected and i am allowed only to copy from it and nothing else, so i have tried all the possible methods to format it like 'registry editor, command prompt, using disk manage, safe mode, also using bootable OS DVD'.

After successfully deleting the partition I noticed that the format was FAT. I plugged the USB Flash Drive into my Windows 7 computer and then opened Disk Manager. Next I assigned a drive letter to the partition, and then I was able to successfully format it with FAT32.
